Chu CHEN joined Tsing Law as Counsel in August 2024. Prior to this, he served as Legal Counsel at Ant Group, within both its Innovation Legal Department and Digital Technology Business Unit. In these roles, he was responsible for providing legal guidance on the commercialization and product compliance of emerging technologies, including blockchain and privacy-enhancing computation. He also contributed to the design of legal technology products such as digital copyright service platforms and trusted data collaboration platforms, and supported the research and implementation of blockchain-based notarization for copyright and trade secret protection.

Before joining Ant Group, Mr. Chen held positions as both Product Director and Legal Counsel at MetaSOTA, a pioneering legal technology company in China. As Product Director, he led the product team, and oversaw the design and development of various legal technology products utilizing natural language processing (NLP) technologies. Simultaneously, as Legal Counsel, he drafted, negotiated, and managed commercial, cooperation, and other agreements, and assisted with marketing activities to promote legal tech solutions to both Chinese and international law firms.

Prior to MetaSOTA, Mr. Chen practiced in the corporate group at Fangda Partners, concentrating on cross-border M&A, private equity, capital markets, and general corporate and commercial matters. He advised numerous private equity and venture capital funds on their investment activities, including Sequoia, IDG, FountainVest, Warburg Pincus, China Integrated Circuit Industry Investment Fund, and CITIC Private Equity Funds. He also represented listed companies, along with their sponsors and underwriters, in non-public offerings and major asset restructuring transactions, including CICC, Goldman Sachs Gao Hua, and Morgan Stanley Huaxin. In addition, he has provided financing-related legal counsel for several internet companies, such as Didi Chuxing and Full Truck Alliance, and offered strategic investment-related legal advice to companies within the Alibaba Group.
Academic Achievements
Mr. Chen is admitted to the New York Bar. He is a Certified Information Privacy Professional/Europe (CIPP/E) and Certified Information Privacy Manager (CIPM).
Education
Mr. Chen received his LL.M. degree from Harvard Law School. He earned his LL.B. degree from the School of Law of the University of International Business and Economics.
