Mr. CHEN specializes in civil and commercial dispute resolution, corporate law, M&A, compliance, and educational training.
Since 2016, Mr. CHEN has been a part-time legal consultant at a law firm, overseeing internal audits for a partner team, exposing his to a wide array of business cases and dispute realms. In his capacity as a regular legal advisor, he has catered to a portfolio comprising a pharmaceutical firm (a listed entity), a municipal big data hub, a provincial state-owned investment management corporation, and a grain storage company, among others. As a special advisor, he has steered the mixed-ownership reform of a grain enterprise and the corporatization and restructuring of a national publishing house. Contributing as a team member, he has also assisted numerous real estate developers. His professional journey has amassed extensive expertise in M&A, equity incentive schemes, capital structures, corporate reorganizations, mixed-ownership reforms, real estate, and construction projects.
Since 2018, Mr. CHEN has been an arbitrator with the Harbin Arbitration Commission, presiding over more than fifty diverse civil and commercial cases, spanning equity disputes, financing, securities financing, insurance, and financial loans, and authoring over fifty arbitral awards. He concurrently holds an arbitration post at the Hefei Arbitration Commission and has been endorsed by the Harbin Arbitration Commission for roles in Shenyang and Mudanjiang. From 2014 to 2016, he functioned as a consultant to the Heilongjiang High People's Court, addressing seven litigation petitions and appeals, and contributed over ten administrative reconsideration opinions as part of the Heilongjiang Provincial Government’s Administrative Reconsideration Committee. These roles have fortified his expertise in dispute resolution.
As a university teacher, Mr. CHEN consistently delivers training to a multitude of organizations, including the Harbin Enterprise Investment & Service Bureau, China Unicom, Beidahuang Group, Longmay Group, Agricultural Bank of China Heilongjiang Branch, and Harbin Railway Bureau, among others. He has also been a longstanding corporate law lecturer for the Heilongjiang Lawyers' Association's offline training program for trainee lawyers. Furthermore, as part of a university's legal advisory team in Heilongjiang, as well as serving as legal adviser for a music academy and an education technology company's subsidiary, he has garnered insights into university collaborations, cultural and creative ventures, and brand licensing agreements.
Prior to joining Tsinglaw, Mr. CHEN served at Heilongjiang University. Currently, he is a Professor and Doctoral Supervisor at the School of Law of the Southwestern University of Finance and Economics, and has previously served as an adviser for both the Rule of Virtue Law Offices and Shenzhen Fulaidi Law Firm.
Social Activities & Accolades
Mr. CHEN is currently a director of the Business Law Research Society of the China Law Society and an executive director of the Business Law Research Society of the Sichuan Law Society. He was awarded the Second "Outstanding Young and Middle-aged Jurists" of Heilongjiang Province and recognized as a Young Talent by the Chinese Law Society's Research Institute.

Mr. CHEN graduated from Zhou Enlai School of Government at Nankai University with a Bachelor's Degree in Law, and graduated from the School of Law of Tsinghua University with a Master's Degree in Law and a Doctor's Degree in Law.
