Practice Areas and Experience
Since 2012, Ms. Liu has more than ten years’experience working as a lawyer. Her practice area mainly covers commercial litigation and arbitration, compliance investigations, government regulation and general corporate. She has assisted multi-national clients in handling major and complex civil and commercial disputes at home and abroad, and provided comprehensive strategy for cases involving overlapping exercise of criminal and civil affairs.

In area of litigation, she has represented many renowned state-owned/listed companies, private sectors and foreign companies in hundreds of courts at all levels in China, including but not limited to disputes on contracts, equity transfer, product liability, construction projects, mining and prospecting, corporate financial disputes etc. She has provided legal services and advised clients in cases involving courts of USA (state and federal courts), UK, Switzerland, South Australia, Australia, Cayman Islands, British Virgin Islands and Uzbekistan, as well as handled parallel litigations and various cross-border disputes.

In area of arbitration, she has represented domestic and foreign companies for various disputes in arbitral institutions of Beijing, Shanghai, Shenzhen, Guangzhou, Xi’an and Tianjin etc. She has also provided services in representing clients by cooperating with foreign law firms, recognition and enforcement of arbitral awards, and issued legal expert opinion in application of Chinese laws in various international arbitration institutions/associations such as ICC, HKIAC, SIAC, LCIA, FOSFA, AFSA and AAA.

In areas of domestic compliance and government regulation, Ms. Liu works as team leader and has extensive experience of advising clients on different compliance projects. She provided advice to clients in cooperation with investigation procedures initiated by various national and local law enforcement agencies, assisted clients in compliance training and systematic management, as well assisted clients for their internal investigation as part of litigation strategies and external actions in administrative procedure. The agencies include market supervision administrations at all levels, National Development and Reform Commission, Ministry of Commerce, Anti-Monopoly Bureau, China Securities Regulatory Commission, China Banking and Insurance Regulatory Commission (now as National Financial Regulatory Administration), Customs etc.

In the area of cross-border compliance, Ms. Liu has advised domestic and foreign clients on drafting dispute resolution clauses, cross-border data transfer, foreign exchange management policies, IP management, domestic and overseas tendering and bidding, export controls and trade sanctions, etc. during onshore and offshore investment. The nationalities of clients include but not limited to Korea, the Netherlands, Thailand, Singapore, Kyrgyzstan, Denmark, India, Italy and Kenya.

In terms of industry sectors, Ms. Liu provides legal counseling, training and dispute resolution services for various enterprises in the fields of energy, environmental protection, automobile, semiconductor, software, construction, FMCG, medical cosmetology, pet related fields etc.

Before joining TsingLaw Partners, Ms. Liu worked in the Beijing offices under Compliance and Government Regulation Department of Zhong Lun Law Firm, Dispute Resolution Department of JunHe, LLP and Merger and Acquisition Department of Dacheng Law Offices. She also worked for a U.S. law firm in its New York and New Jersey offices, focusing legal practice at civil and criminal litigations in federal and states levels of the United States.
Social Activities & Accolades
Ms. Liu has been selected into the Foreign-Related Lawyer Talent Pool of the Beijing Lawyers Association in 2023 and serves as arbitrator at the Central Asian Court of International Arbitration (CACIA), as well as legal mentor of MedTech Hackathon in HKU Entrepreneurship Resource Hub since 2024. Ms. Liu is currently deputy secretary general of the 12th Culture Construction Committee and member of the Energy, Natural Resources and Environmental Protection Legal Committee of Beijing Bar Association, member of Women in Arbitration (WIA) under HKIAC and Ladies Who Tech in Beijing Area.
Academic Achievements
Ms. Liu has published extensively as one of the authors for Chinese legal practice session for consecutive years: Anti-Corruption Law and Compliance: Guide to the FCPA and Beyond (2016 to 2018 Cumulative Supplement), published by Bloomberg BNA.
